Dear ladies and gentlemen!
On behalf of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan I welcome all participants and guests of the International Occupational Safety and Health KIOSH-2019 Conference and Exhibition.
This, already traditional, event takes place in the 100th Anniversary of the International Labor Organization. From its very foundation in 1919 the ILO plays key role in protection of labor rights of employees. During those years there were Conventions, Recommendations and other documents accepted, which helped to improve working environment in many world countries.
Despite the extensive work, the MOT’s data demonstrate continuing problems in the field of occupational safety - annually, there are about 270 mln. accidents and 160 mln. diseases registered in the world, which take away lives of more than two million people. It has significant impact on health and welfare of many employees and their family members. It accounts for lost of four percent of global GDP.
At present, there are over 370 thousand of workers engaged in harmful and dangerous working conditions in Kazakhstan. Annually, there are over 1500 industrial accidents on the enterprises, of them 200 are with fatal outcome.
In this regard, the Ministry has developed a Road map on reduction of occupational injury rate and working places with harmful working conditions for 2019-2023.
Together with our social partners we arrange, during the current year, an Information campaign under the aegis “Safety Work”.
It is apparent, that KIOSH-2019 is one of the key events in Kazakhstan, which facilitates attraction of due attention to the occupational health and safety issues in all sectors and fields of our economy.
I am confident, that discussions and meetings on the platform of the conference will facilitate appearance of new productive ideas, and make strong contribution into further development of the occupational safety management system.

Ministry of Internal Affairs supports Kazakhstan International Occupation Safety and Health Exhibition and Conference KIOSH 2019, which will be held in the capital of Kazakhstan, Nur-Sultan city, on May 22-24th.
To date, the oil and gas, mining and metallurgical, chemical, nuclear, power, as well as construction industries of the economy are the most significant sectors of the production of Kazakhstan.
These sectors require special attention, as well as they are exposed the most to the adverse effects of emergencies of natural or man-caused origin.
The exhibitions, such as KIOSH 2019, are a unique platform, which creates an opportunity not only to discuss acute issues on occupational health and safety, and in the field of civil defense, but also to demonstrate the latest achievements and innovations, as well as get acquainted with the services in this field.

Since its inception, KIOSH - 2019 continues to be a kind of discussion platform that provides excellent opportunities for the exchange of views on topical issues in the field of safety and health, the study of the best practices of occupational safety management at the enterprises of the Republic, the creation of decent working conditions at each workplace of each employee.
ILO estimates that an average of about 5,000 people die every day in the world as a result of occupational accidents and morbidity, reaching a total of between 2 and 2.3 million deaths per year due to work-related causes. Of these, about 350,000 are fatal accidents and about 1.7 to 2 million deaths are caused by occupational diseases.
In addition, workers suffer from approximately 270 million occupational accidents each year, resulting in more than 3 days of absence from work, and about 160 million non-fatal illnesses.
Kazakhstan is no exception to the global patterns of occupational accidents and their impact on the health of the population and the economy of the country.
Despite the fact that in recent years there has been a reducing occupational injury throughout the country, its level remains high.
On average, more than 1,500 people are injured at work every year, of which more than 200 people die.
Therefore, the organization of safety at work is a serious social problem for our country.
The fundamental position of the Federation of Trade Unions on this issue is that a person should come to work and return home to his family alive and healthy.
Safety and health issues are always in the focus of our attention.
We continue to actively initiate the issues of legislative strengthening of the functions of public control as one of the main tools for the prevention of occupational injuries, the development of such models of occupational safety management in the enterprise, in which the center of gravity would be shifted from the procedures of external control by senior management and control bodies towards internal self-assessment (self-examination).
In the work of the Federation and its member organizations are under permanent format "Agenda" issues of improving social partnership, collective agreements, quality implementation of regional agreements on safe work.
It is gratifying to note the annual, increasing interest in health problems in the workplace on the part of managers, employees of enterprises and firms, as well as the fact that in the direction of a more balanced and serious attitude to labor protection turned society as a whole.
I wish all participants of the Conference and Exhibition new ideas and their practical implementation! Let every workplace in our Kazakhstan enterprises and organizations comply with the norms and standards, providing a Person with decent working conditions, convenience, comfort, good mood and safe working process!

It is the anniversary year for our Institute. During the last 15 years, we have been performing researches in the field of occupational safety and health to improve state mechanisms designed for regulation of labor relationships, reduction of occupational accidents, strengthening of the efficiency of the state control and implementation of tasks, provided for by the strategic program documents.
Traditionally, each year the National Research Institute for Occupational Safety arranges a session to discuss main ideas and conceptions to improve a complex of regulatory, organizational and methodological measures called to provide timely and competent solution of problem issues in the field of occupational safety and health.
This scientific session is devoted to priority researches in the field of occupational safety, opportunities for integration of theory and practice.

On behalf of the Republican Association of Mining and Metallurgical Enterprises (AMME), I am pleased to welcome the participants and guests of the 9th Kazakhstan International Occupational Safety and Health Conference and Exhibition – KIOSH 2019!
There is no doubt that, in the era of the Fourth Industrial Revolution, the modernization and digitalization of our enterprises should go hand in hand with work on ensuring occupational safety and health.
Mining is related to the industry with a high level of professional risk. Therefore, domestic companies undertake targeted work on preventing rate of injuries, creating safe work conditions, introducing best practices to identify and prevent occupational risk. Herewith, they place stake on qualified personnel, modernization of equipment and machinery, introduction of new risk management systems and technologies.
At the same time, it should be recognized that one of the limiting factors for increase of production capacities is that, against the background of the technical re-equipment of enterprises, the requirements for ensuring occupational safety do consider the capabilities of the newest equipment and require revision.
Along with this, a group of domestic and international experts on occupational safety issues has been created on the AMME platform, which should determine the readiness of domestic legislation to harmonize with international standards. Requirements for ventilation, design of slopes and ramps during open-pit mining, speed of skip, etc., will be analyzed.
These and other important issues of occupational health and safety at mining and metallurgical enterprises will be traditionally discussed at KIOSH conference dedicated to the International Commemoration Day.
Over the years of its existence, KIOSH has become a unique business platform that represents the trends and prospects for the development of the occupational safety and labor protection market in Kazakhstan. It is gratifying that KIOSH provides excellent opportunities for sharing experience, acquaintance with the latest achievements in the field of occupational safety from leading world manufacturers, as well as building partnerships.

Safe workplaces are healthy people, this is the key to business success, this is the prestige of the company.
The International Organization for Standardization continues to work in the field of occupational health and safety management.
The Permanent Technical Committee ISO/TC 283 of the Occupational Health and Safety Administration held its regular meeting from 17 to 21 September 2018 in Coventry, England. More than 90 experts from 36 countries-participants of the Committee and 10 involved specialized organizations took part in the meeting.
Working group WG2 has prepared a draft version of the ISO 45003 standard “Health management and occupation safety - Psychological health and Safety at the workplace”. It was decided not to dwell on the psychosocial risk, but, namely, to cover the psychological risks in the workplace. The future standard will be based on the provisions of the ISO 45001 standard published in March 2018. “Health and Occupation Safety Management Systems” and ISO 10075 Standard (Parts 1 and 3) “Ergonomic Principles Related to Mental Workload”. ISO 283 technical committee aims to develop and publish this standard for 2 years.
In turn, the Working Group WG3 began the development of a draft guide for small and medium-sized enterprises to implement ISO 45001, based on the environmental management provisions included in ISO 45001. The working group aims to create a short document outlined in simple, accessible terms and supplemented with concrete examples. This manual will not have the status of a standard and, therefore, will not require voting and approval procedures. The ISO 283 committee plans to complete the development of this guide by November 2019.
The National Association of Occupational Safety Centers, jointly with the Chamber of Commerce and Industry of the Russian Federation, is implementing Digital Technologies in the management of employee competence.
In the course of the joint round table we are planning, it is planned to consider issues that have received international support and are highly appreciated by the International Social Security Association (ISSA):
- "Methods of mass development and control of the competence of workers in accordance with the requirements of occupational safety". Pre-replaceable express-training testing. The practice of implementation.
- New methods of approaches to the numerical assessment of injury risks caused by incompetent actions of employees.
- Non-responsive approaches to the management of employee safety.
- Single educational and methodical space for training employees in safe work practices.
- Practice of developing skills for safe actions of workers using virtual reality technologies.
- Technical means to support the required competence of workers when working in explosive conditions.
Practice shows that the introduction of “Digital technology in the management of employee competence” reduces the number of injuries at work (in an organization) by a factor of two to three in four years.
